Under the overall supervision of the Director, UNESCO Office, Jakarta and direct supervision of the Programme Specialist (PS) for Environmental Sciences (PS/ES), and working closely with other colleagues in the office as a team, the Consultant shall assist in the development and implementation of programmes dealing with the Man and the Biosphere (MAB) Programme, the World Heritage Convention, and other UNESCO programmes dealing with ES and conservation issues. The Advisor shall thereby identify, develop, monitor and evaluate strategies, projects and programmes concerning UNESCO’s ES and conservation issues at the international, regional, national, and local levels. Specially, the Advisor should in concert with his/her supervisor and other ES colleagues:
- Assist the PS/ES in developing strategies that will deliver an effective regional and national ES programme.
- Assist the PS/ES in developing new national and regional initiatives that will address issues concerning climate change, forestry, fisheries, rural poverty alleviation, clean energy, integrated waste management, natural resource management, environmental laws, community-based park management, biodiversity conservation, carbon finance, environmental education and awareness, natural disasters and other related issues through UNESCO’s programmes Man and the Biosphere (MAB) Programme and World Heritage (WH) Convention but not exclusively to these programmes.
- Assist the PS/ES in developing new proposals and help fundraise through communications and meetings with donors that will address the above issues.
- Help coordinate, plan, implement, and monitor the progress of projects, and report regularly the progress to the PS for ES, and other colleagues when necessary.
- Help design, guide, and implement stakeholder efforts for ES’ programmes, projects, and activities. This may require frequent travel to the field and other countries.
- Assist the PS/ES guide and supervise programme and project staff in delivering outputs and outcomes including project/programme management, administration for activities in the office and in the field.
- Collaborate and liaise with colleagues in other UNESCO units and offices to develop stronger synergies, particularly for the Asia-Pacific science programme.
- Assist the PS/ES in developing ideas that will raise the profile of UNESCO’s ES activities including publications, promotional material, media interviews, trainings, and presentations at meetings.
- Assist the PS/ES maintain effective communication with local community representatives, governmental authorities, local/international NGOs and research institutes as well as public media for coordinating existing and planned activities and facilitating new activity development.
- Carry out other duties as instructed by the Director and PS/ES, UNESCO Office, Jakarta.
QUALIFICATIONS AND SKILLS
- Graduate degree (Ph.D. or Masters) degree or equivalent in biology, ecology, forestry, natural resource management, or related fields.
- At least 2 years of practical experience with a Ph.D. or 4 years with a Masters degree.
- Strong understanding in: climate change, forestry, fisheries, rural poverty alleviation, clean energy, integrated waste management, natural resource management, environmental laws, community-based park management, biodiversity conservation, carbon finance, environmental education and awareness, and other relevant issues.
- Creativity in addressing environmental and conservation challenges, and is able to express ideas in concept notes, formal proposals, discussions, and public presentations.
- Strong technical and popular writing and speaking English skills, and additional Asian languages (particularly Indonesian) a plus.
- Strong fundraising experience including developing proposals and networking with potential partners and donors.
- Management experience with ability to manage projects independently and team building a strong plus.
- Extensive working experience in Asia and the Pacific, particularly with bilateral and multilateral donor agencies and NGOs.
- UN experience, either as a consultant or staff a plus.
