Duties and Accountabilities
The Community Development Specialist (Country Program Coordinator) will work under the overall guidance of the WSP-EAP Regional Team Leader (RTL), and in coordination with a senior staff responsible for external client coordination, both based in Jakarta as well. WSP-EAP operates as a regional team, and the Community Development Specialist will be able to draw on the expertise of regional and country team members in the coordination of the Indonesia program. He/she will also be expected to provide support to other team members, and lead certain activities, in areas of his/her expertise. Under the supervision of the RTL, the Community Development Specialist (Country Program Coordinator) will carry out the tasks described below:
Operational Support to WSP Indonesia Country Office
- Coordinate the development, implementation and reporting on WSP Indonesia country strategy and annual business plans in consultation with the various project teams;
- Prepare, as part of a team, operational products/outputs such as sector and country briefings, background reports, case studies, portfolio performance reviews, etc.; review operational documents to ensure consistency with overall WSP and WSP Indonesia strategies/polices, coordinating across project teams and disciplines;
- Participate in country programming discussions/missions, and convene regular country coordination meetings;
- With the senior staff responsible for external client coordination, liaise with sector partners and stakeholders in Indonesia to receive inputs into the country strategy, portfolio reviews, and to promote enhanced sector coordination and achievement of WSP program objectives;
- Be responsible for routine reporting at a portfolio level and contribute to the formal reporting to the Government, donors and other partners as required;
- Facilitate information and knowledge exchange within the WSP Indonesia country teams;
- Provide inputs to work and staff planning and management;
- Develop strategic sectoral cross-support to the World Bank Office in Indonesia, including providing and coordinating WSP inputs to the Bank’s advisory and analytical work, and Country Partnership Strategy development and implementation; .
- Provide community development expert inputs to ongoing WSP-EAP water supply and sanitation activities, with particular focus in Indonesia;
- Respond to ad hoc information requests from internal and external parties, including WSP offices in other countries and regions; and.
- In response to requests from World Bank Task Managers, and subject to agreement from the Regional Team Leader, participate in World Bank project supervision, preparation and appraisal missions.
Project Management and Implementation
In collaboration with other task team leaders and as a task team leader with other team members, lead the development, management and coordination of selected WSP projects in Indonesia;
- Take a proactive role in developing and marketing proposals for new funding of WSP activities in Indonesia;
- Develop project concept notes, project sheets, terms of reference, and budgets, and supervise and monitor implementation of the project and assigned deliverables; coordinate with individual task team leaders and the regional resource management officer to ensure that the work is proceeding in a timely manner and on budget;
- Represent WSP at relevant internal as well as external meetings, establish and maintain appropriate networks, and maintain an appropriate WSP profile;
- Actively participate in WSP-EAP and global dialogues as well as WSP global initiatives; and
- Throughout, follow World Bank and WSP-specific procedures in all regards and be a role model for demonstrating and helping ensure the highest standards of governance and professional ethics.
Selection Criteria
- The minimum qualifications for this position conform to the World Bank’s generic qualifications for Level GF. The position requires a person with project/program coordination and management experience and specialization in the fields of community development and water and sanitation in Indonesia. Specific requirements include:
- A Masters or higher level degree in social sciences, development, finance, economics, engineering or other relevant discipline;
- Minimum of 5 years of relevant professional experience in the management and implementation of environmental health, water supply, sanitation, and/or hygiene projects in Indonesia, with activities at national, local and community levels;
- Experience in coordinating and supporting development, implementation, management and monitoring of country programs/projects in Indonesia; familiarity with the WSP and World Bank systems is highly desirable;
- Commitment to participatory, process-based approaches to build the understanding and ownership of partners in project planning, implementation, and outcomes, with demonstrable experience
- A good current working knowledge of the Indonesian government and sector frameworks;
- Strong analytical skills, methodological rigor and problem-solving ability;
- Good communication and writing skills, in Indonesian and English;
- High level of self motivation as well as outstanding initiative and the capacity to work independently;
- Excellent interpersonal skills, including ability to work in an inter-disciplinary, team-oriented environment as a team leader as well as a team member; and
- Ability to work with partners, senior government officials and representatives of international agencies as well as at the community level.
