Background
The Government of Indonesia’s (GOI) National Community Empowerment Program (PNPM) aims at alleviating poverty, strengthening local government and community institutions, and improving local governance.  Based largely on the success of the community-driven Kecamatan (Sub-District) Development Program (KDP), PNPM provides the basis for a national policy approach to community-based poverty reduction.  The program scales up KDP and other programs, with PNPM Mandiri-Rural expected to reach more than 58,000 rural villages in 4,371 sub-districts among all provinces in 2009.  Included in the PNPM core programs is Support for Poor and Disadvantaged Areas (SPADA), comprised of two separate projects (SPADA National and SPADA Aceh-Nias) covering 10 provinces, 52 districts and 186 sub-districts and supported by a World Bank loan, credit and grant (from Aceh-Nias Multi-Donor Trust Fund administered by the Bank).   The two projects began full implementation in mid-2007, began disbursing block grants in 2008, and are currently scheduled to close in 2010 and 2011, although an extension is being considered that would result in both projects closing in 2011.

SPADA’s Development Objective is to strengthen governance, promote growth and improve service delivery in some of the poorest districts in Indonesia.  This objective will be achieved through (i) strengthening of local participation in development planning; (ii) promotion of private investment and job creation; and (iii) an increase in the utilization of effective education, health and dispute resolution services.  SPADA has five main components:  sub-district grants (SPADA National only); district grants; capacity building and planning grants; implementation support through technical assistance; and monitoring, evaluation and studies.

During its initial two years SPADA experienced significant delays in consultant mobilization, socialization, and planning activities. Most of these issues were due to procurement delays at the central level, late releases of GOI budget (DIPA), and subsequent delayed disbursements of district and sub-district grants.  However, in 2008, the majority of these bottlenecks were resolved and implementation began in the field.  As a result of the projects’ recent mid-term review, team composition is now being realigned to better match the projects’ needs in its final phase.

Objectives of Work Assignment
The main objectives of this assignment are to ensure effective and timely implementation of the SPADA program by the GOI, and project compliance with Bank administrative, operational and legal requirements.

TASKS AND RESPONSIBILITIES
While primary responsibility is SPADA, about 20 percent of activities will link to PNPM Mandiri Rural:

  1. Oversee and manage the overall implementation of SPADA National and SPADA Aceh-Nias.
  2. Lead the resolution of high-level, complex project implementation issues, advising senior Bank management and/or senior GOI officials on recommended actions.
  3. Oversee the integration of SPADA’s project components and participatory planning mechanism into provincial and district governance and regional development structures, as well as within PNPM Mandiri Rural.
  4. Lead regular supervision and monitoring of project implementation, and ensure follow-up actions are carried out.
  5. Supervise and mentor more junior team members comprised of procurement, financial management, operations, private sector development, M&E and communications specialists.
  6. Review staff work plans, assist the TTL in development of annual work programs and budgets.
  7. Coordinate closely with other PNPM programs, PREM, and other Bank units with related objectives and activities, and contribute to strategy, analysis and policy formulation for relevant operations.
  8. Serve as primary project liaison with senior GOI officials, donors, and other senior-level stakeholders.
  9. Ensure timely compliance with Bank administrative, operational and legal requirements, including regular and special reporting (i.e., ISRs, Aide Memoirs, indicator updates).

About 25 percent travel is expected in carrying out these duties.

Expected Outputs

  1. As needed, one- or two-page briefing papers on key issues needing management action (to include summary of the issue, background/current status, recommendation, next steps).
  2. Aide Memoirs and Back-to-Office Reports for supervision missions and field visits.
  3. Weekly meetings with the team and, separately, with the Task Team Leader and other management and donor briefings, as needed.
  4. At least monthly program status meetings with senior GOI officials.
  5. Routine and special internal and donor reports (i.e., ISRs, monthly updates, etc.).
  6. Effective working relationships with GOI, donors, other Social Development program staff and related units in the Bank.
  7. Improved performance and timely disbursement of the SPADA program, achieving performance targets.

Timing, Location and Reporting To
This position will be based in the PNPM Support Facility in Jakarta and is part of the Social Development Unit.  Frequent travel, min. one week per month, to SPADA locations is required.  The assignment will start as a 150-day Short-Term Consultant (STC.  The work is expected to begin as soon as possible.  The Program Manager will report to Task Team Leader for PNPM Mandiri Disadvantaged Areas/SPADA.  Overall leadership will be provided by the Acting Sector Coordinator for the Social Development Unit.

Selection Criteria

  • Master’s degree and a minimum of 10 years’ relevant experience or equivalent combination of years and experience.
  • Substantial and diverse experience in all facets of project management.
  • Proven ability to conceptualize, design and implement major projects.
  • Demonstrated leadership and ability to lead a team of professionals in the execution of major projects.
  • Ability to coach/mentor more junior staff.
  • Prior experience with World Bank community-driven development programs in Indonesia is preferred.
  • Understanding of World Bank operations and systems is preferred.
  • Fluency in English required and fluency in Bahasa Indonesia highly desired.
  • Willing to travel for extended periods of time out of Jakarta to remote and post-conflict areas (25% of time).
