Public Finance Management Consultants
The AusAID-funded Australia Nusa Tenggara Assistance for Regional Autonomy (ANTARA) Program is seeking consultants for its Public Expenditure Analysis and Capacity Enhancement (PEACH) activity. The primary objective of the activity is to improve public planning and financial management at the provincial and district levels of government. The ANTARA Program supports Government in the Provinces of NTT, NTB, Papua and West Papua. The consultants must be prepared to live and work in these provinces.
We are seeking expressions of interest from consultants or organisations who can field experts in the following related fields for both short and long term assignments. We are a results-based organization. Please provide an updated CV of your experience, the names and contacts of two professional referees and indicative salary. Detailed requirements
PE 01 Public Finance Management Specialists
- minimum S 1 in relevant discipline, preferably 52 (economics, public finance, accounting, public administration)
- minimum 5 years experience in regional autonomy and sub-national public finance
- CB and TA experience with sub-national governments
PE 02 Data Analysts
- Minimum S 1 in relevant field (preferably in economics, statistics)
- Extensive experience in data processing and analysis, mastering Stata, SPSS, eviews,
PE 03 Statistics Experts
- Minimum S 2 in relevant discipline (preferably in economics, statistics)
- Extensive experience in quantitative methodologies and regional autonomy context,
PE 04 Public Service Specialists (health, education, infrastructure)
- Minimum S 1 in relevant discipline, preferably S2 (economics, public administration, political science), minimum 5 years experience in service delivery related to regional autonomy in Indonesia in the either health / education / infrastructure and its regulations, existing networks with central government agencies, experience in working with local governments, fluency in English
- CB and TA experience with sub-national governments
PE 05 Economists
- Minimum S 1 in relevant discipline
- Minimum 5 years experience in regional autonomy/planning and regional development
- Data processing skills
- Experience in working with local governments
- CB and TA experience with sub-national governments
PE 06 Legal Specialists
- Minimum S 1 in relevant discipline
- Minimum five years experience in review of formulation of local government regulations
PE 07 Liaison Officer (Jakarta)
- Minimum S 2 in relevant discipline (economics, public administration, political science, public finance)
- Minimum 5 years experience in regional autonomy issues, in-depth knowledge about regulatory framework,
- CB and TA experience for local governments,
- Extensive network to central government agencies (specifically BAPPENAS, MoHA, MoF), donor experience, fluency in English
General Requirements:
- Fluency in both written and spoken English
- Good interpersonal skills. Proven ability to build and maintain trust and effective working relationships with a range of local governance stakeholders, including local governments, research institutions, civil society and media.
- Proven ability to implement activity operations to meet deadlines and high quality standards in challenging environments.
- Well developed report writing, networking and communication skills;
- Proven ability of work independently within a team environment
