The Research Analyst will be an integral part of the Public Finance and Decentralization Team, and will also offer support to other country team members as needed. He/she will work closely with other Research and Data Analysts in World Bank Office in Jakarta. Particular tasks include:
I. Supervise the overall PEACH (Public Expenditure Analysis and Capacity Enhancement) implementations in various regions. Specific responsibility will include:
- Supervise the PEACH process and implementation in Papua and West Nusa Tenggara (NTB), in particular he will be responsible for quality control of analytical work being carried out under PEACH and the design of capacity building activities in these two provinces;
- Provide support to PEACH team in implementation of the program in various provinces, in particular North Sulawesi, South Sulawesi, and Maluku.
- Support the engagement process with central government and donors.
- Support the engagement process with CSOs and media.
II. The Research Analyst is expected to also perform other relevant tasks that may be required from time to time by the Public Finance and Regional Team (PFRD – PREM). This will include:
- Co-manage the Public Finance and Regional Development database on fiscal, social economic, and other financial and non-financial local government data. This requires close coordination with other Research/Data Analysts and cooperation with government counterparts at the Directorate of Regional Financial Information at the Ministry of Finance and Central Bureau of Statistics (BPS).
- Work closely with World Bank Senior Researchers on decentralization/local government performance-related research.
- Follow up and monitor developments in the regulatory and legislative framework for decentralization and sub-national governments (in particular as they related to planning and budget) as well as any newer developments on sub national public financial management and local government performance measurement;
REPORTING
Research Analyst will report Task Team Leader of Public Finance and Regional Development team at the World Bank office Jakarta, and receive direct guidance from Senior Economist.
Length of Contract and Location
He/she will be hired under Coterminous contract for a period of two years starting from January 2, 2010. There is a possibility that the contract will be extended based on performance and availability of funds. The Research Analyst will be based in the World Bank Office in Jakarta with frequent travel to the regions.
Minimum Requriement:
- Minimum of M.A. in Economics or related discipline
- More than three years of relevant working experience
- Excellent knowledge on decentralization and public finance in Indonesia
- Excellent data skills and familiarity with statistical methods and standard econometric software packages, especially STATA
- Excellent knowledge of principal sources and retrieval systems of economic and social development data
- Experience in using large scale quantitative survey data
- Fluency in English and good writing skills
- An excellent team worker but can also work independently and self-motivated
