Short Term Consultant – Cocoa Sustainability Partnership Institutional Building
The Consultant will address the following objectives:
- Concept re-assessment and re-validation of Cocoa Sustainability Partnership (CSP) vision, mission, membership strategy, governance structure and activities to achieve such mission/vision.
- Strategic Plan Development, based on deliverables of objective 1.
Scope of Work
The work to be undertaken by Consultant will be broken into two main phases. Such phases are outlined below:
Phase One: Reassessment and Revalidation of CSP role
- Conduct stakeholder assessment to gauge stakeholder’s perspectives on the effectiveness and overall performance of CSP vis-a vis achieving its current objectives/vision/mission.
- Conduct workshop/FGD/interview to facilitate the stakeholder assessment process.
- Written report to be delivered to CSP Management and Board.
- Estimated length for this phase is 20 working days.
- Assist CSP in laying down the structure and framework for a committed and visionary leadership, a democratic and efficient governance structure, sufficient financial, personnel and physical resources and high quality services and advocacy.
Phase Two: Strategic Plan Development
- Development of draft strategic plan for CSP based on stakeholder assessment in collaboration with CSP Management.
- Conduct consultative meetings with CSP Management and Members and broader stakeholder basis to receive feedback with regard to proposed strategic plan and direction for CSP.
Estimated length for this phase is 20 working days.
Deliverables / Specific Outputs Expected from Consultant
The Consultant will work with Project staff and will develop and implement the following:
- Interview stakeholders relevant with Cocoa industry.
- Stakeholder assessment report.
- Consultative meetings with CSP Management and Members to justify and verify findings provided in the stakeholder assessment report.
- Draft strategic plan to assist CSP to become an independent member-based organization with clear vision, efficient governance structure and financial plan for their personnel and physical resources, resulting in greater membership participation and wider public recognition.
The work will be undertaken in coordination with IFC’s Advisory Services team in Indonesia. The Consultant will report to Mr. Ernest Bethe III, Agribusiness Linkages Program Manager and will coordinate his work with Ms. Dyan Shinto Ekopuri, Associate Operations Officer and in collaboration with targeted sub-national governments and key stakeholders of cocoa industry.
The Consultant’s qualifications
- Demonstrated experience of providing institutional assessment and capacity building for partnership/forum/ association.
- Substantial experience in agribusiness development in a developing country context.
- Demonstrated experience in developing more effective business and government organizations in the agriculture sector.
- Previous experience working in multi stakeholders in agro-industry sector desired.
- Previous agribusiness experience, particularly in the cocoa sector in Indonesia preferred.
- Previous experience with IFC or World Bank Group technical assistance facilities preferred.
- Fluent in Bahasa Indonesia and English.
