Duties and Responsibilities
The objective of the Water and Sanitation Specialist position is to plan, design, and coordinate the implementation of sanitation marketing activities under the 5-year Indonesia Scaling Up Rural Sanitation Program. The Specialist will also be responsible to assist in managing the overall Scaling Up program and to act as a focal point on sanitation marketing, including demand creation and strengthening supply chains for rural sanitation for other countries in the region. She/he will maintain close links with the Country Coordinators in other WSP-EAP countries, together with the Indonesia Country Coordinator. The Water and Sanitation Specialist will be based at the WSP office in Jakarta, Indonesia. Frequent travel within Indonesia and travel throughout the East Asia region as well as to Washington and other regions will be required to accomplish the responsibilities of this assignment.
The Water and Sanitation Specialist will work under the overall guidance of the WSP-EAP Regional Team Leader (RTL) and the Indonesia Country Coordinator, and in close coordination with Task Team Leaders and their teams based in Indonesia and in other countries in the region. WSP-EAP operates as a regional team, and the Water and Sanitation Specialist will be able to draw on the expertise of regional and country team members in the planning and executing of the Indonesia program. She/he will also be expected to provide support to other team members in areas of her/his expertise. Under the supervision of the RTL, the Water and Sanitation Specialist will carry out the tasks described below as a Focal Point for sanitation marketing:
- Lead the sanitation marketing components of the 5-year Indonesia Scaling Up Rural Sanitation Program.
- Provide sanitation marketing expertise to other programs in Indonesia, including World Bank operations, and programs with similar components being implemented by partner organizations (e.g., Unicef, MCC, etc.)
- Support other WSP country programs in the region in developing their sanitation marketing strategy under similar scaling up rural sanitation programs.
- Provide technical assistance to country teams in the region in sanitation marketing, including:
- Review of research findings and formulation of appropriate marketing and communication strategies;
- Development of marketing and communication strategy, oversight of implementation, and adjustments based on results achieved and input from stakeholders;
- Review of communication materials (e.g. TV storyboards) and documents (e.g. draft questionnaires) that have been developed and recommendations for improvements and implementation taking into account country or local characteristics;
- Formulation of strategic alliances with private companies and local universities to develop innovative sanitation business models to deliver sanitation improvements to rural communities.
- Assist in the development and/or review of knowledge products to support the global and country learning strategies.
- Guide knowledge sharing and management in sanitation marketing including with government partners and partners institutions from the donor/NGO community.
- Act as Deputy Task Team Leader for the Scaling up Rural Sanitation program in Indonesia as part of WSP’s Global Scaling up Sanitation business area, and work closely with the Task Team Leader in managing the program. The shared responsibility in the program will include:
- Budget planning and management, work planning, teamwork building and supervision;
- Timely consultation with and responsiveness to the Global Business Area Team Leader and his team for necessary conceptual guidance, technical advice and reporting to WSP’s donors;
- Establishment of team norms and practices for quality assurance of concept notes, terms of reference, proposals, capacity building and product outputs, ensuring pre-implementation technical oversight and content reviews by peer reviewers and technical advisers;
- Nurturing a team climate of professional integrity, commitment to quality and openness to learning;
- Active participation in global dialogue on the business area and development of follow-on concept notes, activity proposals, funding proposals, and implementation
- Assist in recruitment of new team staff and consultants and take responsibility for mentoring new staff to encourage their professional development.
- Represent WSP at relevant World Bank Indonesia meetings, national, regional and global fora, workshops and conferences, and establish and maintain relevant partner networks.
- Follow World Bank procedures in all work aspects and be a role model for demonstrating and helping ensure the highest standards of governance and professional ethics.
Selection Criteria
The minimum qualifications for this position conform to the World Bank’s generic qualifications for Level GF technical specialists. The position requires a person with program coordination and management experience and specialization in the field of water and sanitation or health in Indonesia.
- Minimum qualifications include Masters degree (or equivalent) in a field relevant for this position such as business administration, marketing, economics, sanitary engineering, or environmental health and a minimum of five years of relevant experience in commercial or social marketing.
- Knowledge of and experience in designing and using qualitative and quantitative research, with strong analytical and writing skills.
- Evidence of strong management/team leadership experience, including working effectively in teams with members and colleagues from government and civil society;
- Significant experience in Indonesia in the design and implementation of water and sanitation projects and programs, with a focus on the poor;
- Preferably some relevant international experience, either through study or work experience abroad;
- Knowledge and experience of and commitment to participatory approaches and partnerships;
- Excellent verbal and written communication skills and confidence in both English and Bahasa Indonesia;
- Well-developed interpersonal skills and proven ability to work effectively and sensitively in a multi-cultural environment;
- Sound knowledge of multilateral (preferred) and bilateral administrative and operational policies and procedures;
- Ability to learn quickly and to take full advantage of mentoring and development opportunities;
- Willingness and potential to take on widening responsibilities and grow rapidly in a challenging environment.
