TERMS OF REFERENCE
Consultant for Web Administration and Maintenance
BACKGROUND
The Government of Indonesia has launched a national poverty reduction program through a community empowerment approach. The program, called PNPM Mandiri, (Program Nasional Pemberdayaan Masyarakat) or the National Program for Community Empowerment, is built upon several ongoing community programs: the Kecamatan Development Program (PPK); the Urban Poverty Program (P2KP); the Regional Infrastructure and Social Economics Program (PISEW); Rural Infrastructure Development Program (PPIP); and the Support for Poor and Disadvantaged Areas (P2DTK). PNPM has been scaled up to cover all kecamatans in the country by 2009 and also in 2010. And several community-based poverty reduction programs have been also integrated with PNPM Mandiri such as PNPM Rural Agribusiness (PUAP), PNPM Marine and Fisheries, PNPM Tourism, PNPM Housing. A number of existing community-based empowerment program will eventually be integrated with PNPM Mandiri as mandated by Inpres No. 1 and 3 year 2010.
Managing a program of this scale is complex. Overall policy coordination for PNPM is with the Coordinating Minister for People’s Welfare. Technical coordination is through the Bappenas’ Deputy for Poverty Reduction. The line agencies involved are: for KDP, Ministry of Home Affairs; for P2KP, RISE, and PPIP, it is Cipta Karya; and for P2DTK, it is the Ministry for Development of Disadvantaged Areas. Other relevant agencies include: the Ministries of Agriculture, Marine and Fisheries, Tourism and Culture, People’s Housing, Finance, and Audit agency, law enforcement agencies, and local governments.
The Office of Coordinating Ministry for People’s Welfare has requested the World Bank Country Office to engage a consultant to support the PNPM Oversight Working Group for maintaining the website and support for developing a database for PNPM Mandiri, and support development of an internet-based/GIS-based MIS for Secretariat of Pokja Pengendali at Menko Kesra with a purpose to monitor the progress of PNPM Mandiri and for public communications.
OBJECTIVES
This assignment is to providing support/technical assistance to the Secretariat Pokja Pengendali PNPM Mandiri at the Coordinating Ministry for People’s Welfare.
The objectives of this assignment is to operate, manage, and maintain the PNPM Mandiri website performance and functionality as well as perform the ongoing operation of the server software, including system security, monitor usage statistics and the logs, modify configuration settings and back up the system, review and update content and develop new pages and features while ensuring that PNPM Mandiri website is both visually appealing and easy to navigate.
RESPONSIBILITIES
Specific responsibilities of the web administration and maintenance include but are not limited to:
a. Routine website operation such as:
- Add, edit or remove text
- Add new contents, news, articles, pictures, logo, etc.
- Remove or fix broken links
- Add new services
- Update regularly
- Modify and add Website content, when needed
- Image Manipulation and Addition
- Newsletter & email list maintenance
- Update announcements, articles, etc.
- Replace images i.e. pictures & graphics
- Adding/removing pages
- PDF creation and uploading
- Updates to calendar or events
- Add news or upcoming events
- Keeping the homepage fresh for return customers
b. Web Security
Ensuring that PNPM Mandiri website is secure, free from hackers’ attacks and preventing it from getting/sending spam messages and other malicious things.
c. Web Servers
Keeping the program on the server machine (web server) of PNPM Mandiri website running smoothly. Also keeping the web server up-to-date with the latest patches and make sure that the Web pages that it displays are actually displaying.
d. Web Software
Installing and maintaining all the software of PNPM Mandiri website.
e. Log Analysis
Analyzing the log files of the Web server for continuous improvement of PNPM Mandiri Web site. Ensuring that the Web logs are stored and rotated so that they don’t take over all the space on the server.
f. Content Management
Managing, maintaining and controlling the large and dynamic collection of the PNPM Mandiri website materials in a content management system.
g. As job descriptions cannot be exhaustive, the position-holder may be required to perform other related duties that may from time to time be assigned;
OUTPUTS/ REPORTS
The Consultant will produce summary of monthly activity report of web administration, updating, maintenance.
POSITION REQUIREMENTS
The position requires the following qualifications and attributes:
- Minimum Bachelor degree
- 3 – 5 years experience as a web administrator
- Good analytical skill
- Experience in website/multimedia management, administration and maintenance
- Able to provide support and trouble troubleshooting.
- Experience in system administration and in depth knowledge of configuration management
- Critical thinking skills are most important, along with an enthusiasm to learn.
- Self-motivated and highly organized professional
- Good written and oral communication skills
- Ability to concentrate and pay attention to details with the ability to solve complex problems analytically with strong abstract reasoning skills
- Ability to exercise initiative and judgment in performing daily tasks and projects;
- Excellent time management skills with the ability to handle multiple initiatives simultaneously
- Ability to work under pressure to meet deadlines with minimal supervision
MANAGEMENT
As consultant assigned by the PSF/Social Development Unit of the World Bank to the Secretariat of Pokja Pengendali PNPM Mandiri you will report to the Deputy Minister for Poverty Alleviation. Your contractual reporting will be to Lead Social Development Specialist at the PSF/World Bank. Day to day coordination will be with Operations Analyst and Social Development Specialist.
CONTRACT DURATION
This contract is for an initial 60 days for the duration of 5 months from August 01 – December 31, 2011.
